Syracuse Model Neighborhood Facility, Inc. (SMNF), the SUYDC applicant organization, was founded in
1974 for the purpose of providing a network of human services to residents of the predominantly African-American, low-income neighborhood of Syracuse known as the Southwest area. SMNF operates the Southwest Community Center (SWCC); its service delivery system is based on a consortium of tenant agency and outside agency services in combination with SWCC’s own programs to provide multiple services to meet the full range of needs of neighborhood residents.
